The State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Republic of Tatarstan, together with the State Council of the Republic of Tatarstan, plans to prepare a draft law on amendments to the traffic rules to determine the legal status of those who ride scooters, segways and electric scooters.
“The problem lies in the fact that we still do not understand the name of the person who drives the electric scooter, segway, and everything else. He is still equated to a pedestrian. We understand that it is difficult for a pedestrian to move at a speed of 70 km / h. And electric scooters develop that speed. And since he is a pedestrian, he can move along the sidewalks, creating a danger for others, ”explained Lennar Gabdurakhmanov, head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Republic of Tatarstan.
The head of the State Traffic Inspectorate of Tatarstan notes that the drivers of electric and simple scooters often move along the roadway. Although according to the traffic rules, they, like pedestrians, can move along the side of the road facing the oncoming traffic flow. The lack of specific status for such road users creates a problem.
Gabdurakhmanov said that in 2020 there have not yet been fatal accidents with those who drive scooters and segways. However, a large number of employees of rental offices do not even know that a number of electric vehicles require category M. Therefore, for prevention, employees of Gostekhnadzor conduct raids to check the correctness of the issuance of these vehicles to citizens.
